InfoBorn in Berwyn, Illinois, Bakalis began his career as an educator. He taught Social Studies at Evanston Township High School and Language Arts at Northbrook Jr. High School before being appointed Assistant Professor of History at Northern Illinois University at DeKalb. Where he soon gained his PhD. American History and later became Assistant Dean of the School of Liberal Arts at NIU.

During his term as State Superintendent of Public Instruction he took time to teach part time government courses at Rosary College and Sangamon State University. He served as State Comptroller from 1977-1979 and made an unsuccessful bid for Illinois Governor in 1978, losing to incumbent Governor Jim Thompson.

He served as Deputy Undersecretary of Education for the United States from 1980-1982.

Today the former state Comptroller teaches on the faculty of the Kellogg Graduate School of Management at Northwestern University, his Alma Mater. He is also the President and CEO of American Quality Schools, an education management organization that operates charter and traditional public schools in Illinois and Indiana.

Bakalis made a brief bid for Governor in 2002 before dropping out after he failed to raise enough money to compete with his rivals.
