Info | Carlos grew up in Littleton, Colorado and his family has deep ties to the front range from Goshen County, Wyoming to the San Luis Valley. Carlos completed his undergraduate degree in philosophy and linguistics at Loyola University Chicago and was a recipient of the David Coverdell Graduate Fellowship for returned Peace Corps Volunteers at the University of Arizona in Tucson where he earned his Master’s degree in public administration. He served as a volunteer in the Peace Corps in Paraguay and has lived, worked and studied abroad on three continents in five different languages. Professionally he has served as an budget and management analyst in state and local government since 2005, including 6 1/2 years at HCPF where he wrote the state administrative rules to incorporate the Medicaid expansion under the affordable care act, and led the program for Lean six sigma and continuous improvement at HCPF during Governor Hickenlooper's second term. Currently Carlos serves as Operations Advisor for Economic Recovery in Governor Polis' Office, where his portfolio includes operationalizing the state strategic plans for Housing, Homelessness and Behavioral Health. Carlos lives in a cute 1950's duplex in the East Colfax Neighborhood of Denver with his two children and a very large and friendly English mastiff named Pinto Bean. In his spare time he is an avid Denver Nuggets fan, enjoys cycling, yoga, rock climbing, volunteering with people experiencing homelessness and addiction, local community activism in Denver and is an aspiring performance artist and fiction writer.
Community Activist: As a person with a disability who is in recovery, Carlos works directly in service to people recovering from addiction. Because these connections are usually encouraged to be anonymous, Carlos won't be seeking a public endorsement from these individuals and groups. During the pandemic, Carlos began distributing food and survival gear to the homeless camps in Capitol Hill neighborhood. Eventually the autonomous individuals and groups doing mutual aid began to band together for community and among them, Comrade Co-op emerged. Carlos is a founding member.
