Lieutenant General Edward Baca
Lieutenant General Edward D. Baca is the Chief, National Guard Bureau, Washington, D.C. As Chief, he serves as the senior uniformed National Guard officer responsible for formulating, developing, and coordinating all policies, programs and plans affecting over half a million Army and Air National Guard personnel. He serves as the principal advisor to the chairman of the Joint Chiefs of Staff of the Army and Air Force on all National Guard issues.
He is a graduate of Saint Michael's High School in Santa Fe, New Mexico and also a graduate of the State University of New York at Albany, with a bachelor of science degree in Liberal Arts. He received an honorary Doctorate of Law from New Mexico State University. His military education includes the Ordnance Basic Course, the Ordnance Officer Advanced Course and the Command and General Staff Officer Course.
General Baca began his military career on November 19, 1956 with his enlistment in Battery C, 726th Anti-Aircraft Artillery Battalion, New Mexico Army National Guard. He served in numerous enlisted assignments, ranging from Anti-Aircraft Gunner to Supply Sergeant. Upon graduation from Officer Candidate School on July 20, 1962, General Baca was appointed as a Second Lieutenant and assigned as Platoon Leader, 3631st Maintenance Company. With the onset of the Vietnam conflict, General Baca volunteer for active duty and overseas deployment. Upon his release from active duty on February 11, 1966, General Baca returned to the New Mexico National Guard. Later that year he assumed command of the 3631st Maintenance Company (GS) (SRF II).
On January 30, 1977, General Baca assumed the responsibilities of the State Military Personnel Officer and subsequently was assigned as the State Assistant G-1. General Baca was then appointed State Command Administrative Officer on November 29, 1979, with concurrent assignment as Secretary of the General Staff. During this time, General Baca functioned as the Adjutant General's full-time Chief of Staff.
General Baca was appointed The Adjutant General, New Mexico National Guard, on January 4, 1983. Exercising joint command over both the Army and Air National Guard of New Mexico, General Baca led the state to a position of national prominence as a vital component of the Total Force. General Baca spearheaded a nationwide National Guard Force modernization effort with the activation of the Army's only Roland/Air Defense missile battalion. Under his leadership, the state went on to field and deploy the first Chaparral and Hawk missile battalions in the Reserve Component. New Mexico has led the way in the development of National Guard support to law enforcement agencies involved in counterdrug campaigns. The National Guard Bureau designated New Mexico's award-winning drug demand reduction program as the pilot for all states. On October 1, 1994, General Baca was promoted to lieutenant general and assigned as Chief, National Guard Bureau.
His decorations include the Army Distinguished Service Medal, the Legion of Merit, the Meritorious Service Medal, the Army Commendation Medal, Army Reserve Component Achievement Medal with Silver Oak Leaf Cluster, National Defense Service Medal with one Bronze Service Star, Vietnam Service Medal, Armed Forces Reserve Medal with two Hourglass Devices, Army Service Ribbon, Overseas Service Ribbon, Meritorious Unit Commendation and Republic of Vietnam Cross of Gallantry with Palm Unit Citation.
The General is a member of the New Mexico National Guard Officer's Association, National Guard Association of United States, Veteran's of Foreign Wars, and Honorary Member of the Military Order of Purple Heart.
