Info | Lacy was brought especially into the Governor William Preston Lane administration to help institute Maryland's first retail sales tax. He had the thankless task of successfully implementing one of the most unpopular taxes in Maryland history. In 1950, this able young Comptroller died suddenly of a heart attack at the age of 46.
