As Founder and Chief Executive Officer of GeM Communications Group, Ms. Moore is the primary consultant, working with clients to develop and implement public affairs and legislative strategies and community outreach programs. Drawing on her vast experience as a legislator in the California State Assembly, Ms. Moore can develop grassroots lobbying efforts, advise clients on legislative and regulatory issues to frame a response and offer solutions. She is able to formulate public affairs programs for clients with political, cultural, and charitable agendas.

Prior to founding GeM Communications Group, Ms. Moore distinguished herself as a member of the California Assembly for 16 productive years: 1978-1994. She served as Majority Whip and gained a national reputation as Chair of the prestigious Assembly Utilities and Commerce Committee which had jurisdiction over the California cable television industry, emerging business enterprises, international trade and tourism, California ports, trucking issues, and all investor-owned utilities including water, telecommunications, and energy.

During her tenure in office, she was a member of every major Assembly committee: Revenue and Taxation, Finance and Insurance, Education, Governmental Organization, and Higher Education, Public Employees and Retirement, Health, Public Safety, Government Efficiency and Consumer Affairs, and Housing.

As an Assemblywoman, Gwen Moore developed legislative and political strategies on a variety of issues encompassing taxation and international trade, consumer affairs, and business and labor issues.

Ms. Moore was active with the National Conference of State Legislatures (NCSL), serving as both Chair of the State-Federal Assembly and the Assembly on the Legislature -- the two major components of NCSL.

Ms. Moore also chaired the NCSL National Committee on Telecommunications and Transportation and served as chair of the National Trade Association of State Legislators.

Because of her national stature, gained as the author of landmark legislation, she has testified before Congress regarding telecommunications, utilities, transportation, and business issues. As chair of the State Federal Assembly, she lobbied Congress on behalf of NCSL, representing the rights of states across this country.

Her reputation as a problem solver and coalition builder has led to her appointments on numerous committees, and commissions. One important appointment has been to membership on the Commission on California State Government Organization and Economy, the "Little Hoover" Commission.

Ms. Moore was an active member of the National Black Caucus of State Legislators, serving on the National Executive Board and as Chair of the Western Region.

Prior to her election to public office, Ms. Moore was the Director of Public Affairs and Director of Personnel with a community action agency in Los Angeles -- one of the largest in the nation. She also taught at the community college level which led her to her first elected public office in 1975 as a member of the Los Angeles Community College District Board of Trustees.

In addition to her extensive work as a legislator and advocate for the people of California, Ms. Moore is the Founder and President of the Community Education Organization, a community service foundation which offers extensive after school programs for "latch-key" youth in Los Angeles.

Gwen Moore's dedication, diligence, and commitment to finding solutions have brought honors and awards from diverse arenas: U.S. Department of Commerce, NAACP Legal Defense Fund, Professional Communication Association, California Independent Gas Producers' Association, California Trucking Association, California Hunger Action Coalition, and the South Coast Air Quality Management District.
