Assemblymember Carol Liu (D-La Cañada Flintridge) represents the 44th Assembly District, which includes the cities of La Cañada Flintridge, Pasadena, South Pasadena, Temple City, and Duarte; parts of the cities of Arcadia and Monrovia; and the communities of Glassell Park, Highland Park, Eagle Rock, and Altadena.
Assemblymember Liu's number one priority is restoring California's public education system to be among the best in the nation. As Chair of the Assembly Higher Education Committee, she is working to ensure that all Californians have access to higher education.
Liu also sits on the Assembly Education Committee and on the Budget Committee and its Education Finance Subcommittee. She is Vice Chair of the Committee to Develop a Master Plan for Education and Chair of the Select Committee on Adult Education.
In 2003, the California State Student Association and the University of California Alumni Associations recognized Liu's commitment to higher education, each naming her "Legislator of the Year." Most recently, The State Higher Education Executive Officers (SHEECO) named Liu to the National Commission on Accountability in Higher Education.
Reflecting other high priority issues for her District, Liu is a member of the Assembly Committees on Transportation and Governmental Organization. She is Chair of the Select Committee on Groundwater Quality and Quantity. She also serves on the Select Committees on Title IX; Entertainment and the Arts; Asian Trade; Domestic Violence; Privacy; Language Access; and the Joint Committee on the Arts. In 2004, The National Organization for Women named Liu as one of its Legislators of the Year.
Liu was recently elected Vice-Chair of the Legislative Women's Caucus and is past Co-Chair of the Asian Pacific Islander Legislative Caucus. She is also a member of California's Seismic Safety Commission.
Several key pieces of legislation Liu authored have been signed into law during her first three years in office. These include bills to reinvigorate career and technical education programs at the high school level, protect foster children, prevent domestic violence, and create a statewide groundwater quality monitoring system. Her bills enabling seizure of gang members' ill-gotten gains, providing college loan forgiveness to members of the National Guard, preventing all or parts of social security numbers from showing on the outside of mailings, and requiring more stringent licensing for those who drive students in 15-passenger vans are also now law.
Current Liu bills pending in the Legislature include measures to lower the costs of college textbooks, prevent the state from contracting for services from companies that use overseas employees, facilitate confiscation of computers used in their crime by convicted child pornographers, strengthen criteria for conservators named to administer the affairs of incapacitated individuals, and prohibit the distribution of contact information for minors for the purpose of credit card solicitation. Liu is also carrying a bill to expand the membership of the Gold Line Construction Authority to include representatives of the East San Gabriel cities through which the Gold Line Phase II will be constructed.
A fifth generation Californian and the child of an immigrant, Liu was born in Berkeley and raised in Oakland. She attended public schools and graduated from San Jose State College in 1963. She earned a lifetime teaching credential and an administrative credential from the University of California, Berkeley School of Education. Liu taught public school for seven years before becoming a school administrator. She also served as Executive Director of the Richmond Federation of Teachers.
Upon moving to Southern California in 1984, Liu became an active volunteer and civic leader, working on public education and other issues affecting community quality of life. She served as a PTA President and President of the Pasadena City College Foundation Board. Liu was first elected to public office in 1992 as a member of the La Cañada Flintridge City Council on which she served for eight years, including two terms as Mayor.
