Assemblyman Dave Cogdill has been a resident of Modesto for 22 years. In that time he has raised a family and built a prosperous real estate appraisal business. Recognizing the great fortune that living in Modesto has brought him, Dave has made it a priority to give back to the Valley community that has given so much to him.

Dave began his career as a real estate appraiser in 1971, working as a clerk typist in the Mono County California Assessor's office. Dave left the county office in 1979, after serving two years as Chief Appraiser, to accept a position in the private sector. In 1981, he and his business partner opened their own firm, Cogdill & Giomi. Over the last 20 years, the firm has become one of the best known and respected real estate appraisal firms in the Central Valley.

Always a believer in community involvement, Dave was first elected to public office in 1975 as a member of the Board of Directors of the Bridgeport Fire Protection District in Mono County. Since then he has served on various boards and commissions in both the public and the private sector. Dave has served as president of the Bridgeport School PTA, as a captain on the Bridgeport Volunteer Fire Department, as a member of the Stanislaus County YMCA Board of Directors, and as a member of the Modesto Chamber of Commerce Board of Directors.

In 1991, Dave was elected to the Modesto City Council, earning nearly 60% of the vote in defeating an incumbent. After a successful term, Dave chose not to seek re-election and instead focus on bringing his son into the family business. However, after the unexpected passing of a council member, Dave was re-appointed to the council in July of 1996 to serve out the remaining 17-month term.

After completing his second successful term on the Modesto City Council, Dave felt that he could best accomplish his further desire to improve public policy and the lives of his neighbors by seeking election to the 25th Assembly District. With the backing of his family and so many members of his Central Valley community, Dave has taken to Sacramento his ideas for improving our schools, protecting property rights, bringing more jobs to the Valley and continuing efforts to lower crime.


In the Assembly, Dave was recently appointed Vice-Chairman of Committee on Rules. Considered by many to be the most powerful committee in the Assembly, the Rules Committee serves a variety of critical roles. Whenever a bill is introduced in the State Assembly, it must first pass through the Rules Committee, where it will be directed to the proper policy committee for consideration. Furthermore, the Rules Committee acts as the administrative arm of the State Assembly, which includes handling many of the day-to-day operations, such as personnel issues.

Until his appointment as Vice-Chairman of the Rules Committee, Dave served as the Vice-Chairman of the Committee on Jobs, Economic Development and The Economy. He also sits on the following committees: Budget, Agriculture, Housing and Community Development, Select Committee on High Priority Schools and the Joint Committee on Preparing California for the 21st Century. Dave also sits on the Budget Sub-Committee for Resources. In addition, Dave has been appointed to the Speaker�s Task Force on the Impact of Terrorism on California.

Along with his other legislative duties, Dave also serves as the Assembly Minority Floor leader. Cogdill is responsible for coordinating Republican efforts on the Assembly Floor. This high profile position is only given to members that have demonstrated an ability to work well with legislators from all political parties.

Leadership Modesto, an affiliate of the Modesto Chamber of Commerce, recently awarded Dave their first ever �E� Award for excellence in leadership.

Dave recently received the �2001 Legislative Leadership Award� from the California Building Industry Association. He was honored due to his sustained leadership in the Legislature on affordable housing issues and for working to increase opportunities for working families to own their own home.

Dave has received numerous awards for his public service in the Central Valley, including the Hispanic Chamber of Commerce's "Friend of the Year Award" in 1995 and the Stanislaus County YMCA President's Award in 1998.

In November of 2000, Dave Cogdill was elected to the State Assembly with over 91,000 votes. In February 2001, he was unanimously elected the Freshman Republican Leader. The Freshman Leader position gives Cogdill a spot at the Republican Leadership table as well as provides him the opportunity to act as a conduit for the other freshman members to Assembly leadership.

Dave was born December 31, 1950 in Long Beach, California. He and his wife of 31 years, Stephanie, have two children, David, Jr. and Meghan. They are the proud grandparents of Connor and Kathleen.
