InfoGene Mullin was elected to the California State Assembly, 19th District, on November 5, 2002, following seven years as a South San Francisco City Councilmember, two of which he served as Mayor.

Only months after assuming office Assemblymember Mullin was appointed by the Speaker of the State Assembly to serve as a nonvoting alternate on the Budget Conference Committee. He has been named Vice-Chair of the Assembly's Labor and Employment Committee and Chair of the Select Committee on Airports and the Airline Industry. Gene also serves on the Assembly Education, Human Services, Housing and Community Development, Local Government and Veteran's Affairs standing committees and the Select Committees on Biotechnology, Bridging the Achievement Gap, Coastal Protection, and Emerging Issues in California.
Gene Mullin's distinguished public service career began in 1972 with an appointment to the South San Francisco Planning Commission. He was a member of the city's Historical Preservation Commission from 1986-1992. Gene's remarkable public service accomplishments include: Youth in Government Day Coordinator, South San Francisco Unified School District, 1981-1999, Rep., Employee Relations Comm., League of California Cities, 1995-2000, Rep., Regional Planning Comm., ABAG, 1996-2002, Rep., ABAG Executive Board, 1999-2002, Rep., Airport Land Use Comm., C/CAG, 1996-2002, Chairman and Member, Airport Community Roundtable, 1997-2002, Board Member, Bay Area Bioscience Center, 2000-2002, and Board Member, Families on Track, Parkway Heights Middle School, 2000-Present. The South San Francisco City Council named Gene South San Francisco Citizen of the Year in 1979.

Gene's long history in the 19th Assembly District began in 1967 at South San Francisco High School, where he taught government and coached basketball for 32 years. He is most often described by his former students as "my favorite teacher." Gene further distinguished himself in public education as a Lecturer/Consultant at the Institute for Local Self Government in Sacramento from 1989 to 1997 and continues to serve as a Lecturer/Consultant at the Center for Youth Citizenship in Sacramento. He has also authored many texts and curriculum including, Co-author: Picture Yourself in Local Government textbook, Author: Participating in Local Government curriculum, Author: Law Works curriculum, California Bar Association, and Co-author: Education videos (15) Multi-Media Productions, Stanford. Gene Mullin was also the President of the South San Francisco Classroom Teachers Association from 1992-1995 and Chairman, Negotiations Committee, SSFCTA, 1986-1990. Gene Mullin has won multiple awards for excellence in public education, including San Mateo County "Teacher of the Year", 1991, California Teachers Association's State Teacher of Year in Politics, 1996,Liberty Bell Award, San Mateo County Bar Assn., 1990, Excellence in Teaching Award, Mason-McDuffie Foundation, 1996, Mentor Teacher, SSFUSD, 1985-1999, and Educational Video of the Year: Child Abuse in the U.S., 1981(co-author).
Gene Mullin graduated with a B.A. in Political Science from the University of San Francisco in 1960 and holds a Lifetime Secondary Teaching Credential from University of San Francisco. Gene also served in the U.S. Army's Judge Advocate General Corps from 1959-1960. A lifelong resident of the Bay Area, he and his wife Terri have lived in South San Francisco since 1967. Together they have two children, Jennifer and Kevin, and two grandsons, Austin and Jonathon with another grandchild expected in December.

The 19th Assembly District includes Belmont, Brisbane, Burlingame, Daly City, El Granada, Foster City, Half Moon Bay, Hillsborough, Millbrae, Montara, Pacifica, San Mateo, San Bruno, South San Francisco and portions of unincorporated communities in San Mateo County.
