Founder of Washington's Owl Party, and candidate under that party for Governor in 1976. Kelly's campaign ran on a platform of being "for everything and against everything else."
Kelly made a second attempt at political office in an outsider run for mayor of Tacoma in 1989. He came in a respectable third, garnering 10% of the vote.
