Joyce Hazeltine was elected South Dakota's 25th Secretary of State in 1986, and re-elected in 1990, 1994 and 1998. A native of Fort Pierre, she served as Secretary of the South Dakota Senate for 10 years, the first woman to hold that position. She also founded and managed Hazeltine Associates, a multi-associations management business located in Pierre, South Dakota, for 15 years.
As Secretary of State, Hazeltine has completely reorganized and computerized the office. However, even though there are fewer employees, the information remains easily accessible to the public.
Hazeltine served on the national board of directors for the group, Women Executives in State Government. She also served as president of the National Association of Secretaries of State in 1995. A former elementary school teacher and past state president of Jaycettes, she was named the 1989 Pierre-Ft. Pierre BPW Woman of Achievement. She was the state co-coordinator of Citizen Bee for six years and continues to serve on the Honorary Board of Directors for Kids Voting South Dakota and the local Kids Voting Board in her community of Pierre.
Kids Voting South Dakota created the Hazeltine-Taylor Award in her honor in 1997. She also received the District 41 Toastmasters Communication and Leadership Award in 1997. Hazeltine served as the 1996 Honorary Chair of the American Cancer Society "Relay for Life," and is a member of the South Dakota Breast and Cervical Cancer Control Outreach Program.
She was South Dakota's first woman to serve as a Boys' State Counselor and continued in that position for 9 years. She has been honored by Huron University as an Outstanding Alumni.
Hazeltine was the first recipient of the James B. Dunn "Ya Dunn Good for South Dakota" award presented by Black Hills State University College Republicans 2001; and the "Friend of SDBA" award presented by the South Dakota Bankers Association in 2002.
A longtime Republican, Hazeltine served as a page in the state House of Representatives. She was also an active Young Republican. She served as secretary for three state Republican Conventions and held all county Republican offices; is a member of the South Dakota Federation of Republican Women and an advisor for College Republicans. She was South Dakota administrative assistant for the President Gerald Ford campaign and state co-chair for Phil Gramm for President.
Joyce and her husband Dave have three grown children: Tara, Derek and Kirk and six grandchildren.
