InfoRichard A. Licht rejoined the firm in January, 2001, after running for the United States Senate as the endorsed candidate of the Rhode Island Democratic Party. Mr. Licht served two terms as Rhode Island's Lieutenant Governor from January, 1985 to January 1989. He is admitted to practice in Rhode Island and Massachusetts and was the managing partner for more than three years. Mr. Licht also was the Democrat nominee for the United States Senate in 1988.

A 1968 graduate of Harvard College, cum laude, Mr. Licht received his law degree, cum laude, from Harvard Law School in 1972. Mr. Licht also earned an LL.M. degree in Taxation from Boston University School of Law in 1975. After serving as a law clerk for the Honorable Thomas Roberts, then Chief Justice of the Rhode Island Supreme Court, Mr. Licht joined the firm of Letts, Quinn & Licht, a predecessor of Tillinghast.

Prior to his election as Lieutenant Governor, Mr. Licht practiced extensively in the areas of corporate and real estate law. Many substantial clients relied upon his sound advice and counsel to guide them through complex and varied legal transactions. Mr. Licht successfully represented a number of clients whose cases resulted in landmark court decisions, including a decision concerning issues of municipal taxation.

In private practice, he has regularly represented clients in the acquisition, merger and disposition of major real estate investment properties. He is active in the areas of public and administrative law dealing with issues of land development, non-profit and for-profit housing and municipal tax. In addition, he serves as general legal counsel for the Rhode Island Airport Corporation where he has handled negotiations with federal authorities and major airline tenants and was prominently involved in all environmental, labor, and corporate issues pertaining to the construction of the new T.F. Green Airport.

He has been a principal member of the legal team representing the developers of Providence Place, a $350 million regional shopping mall located in Providence's Capitol Center, one of the largest private investments in state history. His role involved negotiating the terms of a public/private partnership among the developer, the state and the city, and obtaining all permits necessary to develop the mall.

In the private sector, Mr. Licht spearheaded the successful representation of the subsidiary of one of the world's largest supermarket chains in a Federal Trade Commission-ordered divesture of its Rhode Island and Massachusetts stores. The transaction was in excess of $13 million and involved substantial corporate, environmental, federal and state antitrust regulatory issues.

Mr. Licht represented numerous insurance companies seeking licensing and approvals before the Insurance Commissioner at the Rhode Island Department of Business Regulation; helped to negotiate indemnity coverage; and represented insurance producers in corporate and administrative matters. He also represented various health care providers including, in particular, nursing homes and assisted-living facilities before the Rhode Island Department of Health and the Rhode Island Department of Human Services.
