Info | U.S. Congressman, California Governor. Moving to California, he graduated from the University of California, studied law, was admitted to the bar in 1874 and served as deputy district attorney of San Joaquin County. He also was a Major in the California National Guard. He was elected as a Democrat to the Forty-eighth Congress, serving (1883-85) and later was appointed police and fire commissioner of Stockton, California, in 1889. In 1894, he was elected as a Democrat the 19th Governor of California, serving until 1899. While he was in office, the Bureau of Highways was created and the Tahoe Wagon Road was developed. After his term he served as an attorney to the Board of State Harbor Commissioners and was a member of the University of California Board of Regents until his death at age 57.
