| Info | Assemblyman Bill Magnarelli represents the 120th Assembly District, which includes the Northside, Westside and Valley areas of the City of Syracuse, as well as the Town of Geddes. He won election in 1998 for an open Assembly seat and was re-elected in 2000 and 2002.
During his first term in office, Assemblyman Magnarelli focused his efforts on bringing more jobs to Central New York, lowering taxes, providing our children a better education at every level, improving our health care and keeping our families safe.
Recognizing that for too long Central New York's economic recovery wasn't keeping pace with the rest of the state, Assemblyman Magnarelli made job creation his top priority. He brought home $2.5 million for the Workforce Development Initiative to help train and place workers. He secured $1 million for the Automobile Row Revitalization Project to form a partnership between businesses on Auto-Row, state and local governments and companies like Niagara Mohawk. He also secured $2.33 million for the establishment of the New York Indoor Environment Quality Center (NYIEQ) to position Syracuse University and Central New York for leadership in the emerging field of indoor environmental quality systems. He will work this year to expand the successful Empire Zone initiative, which virtually eliminates taxes on eligible job-creating businesses. This Assembly program saves nearly $40 million annually for businesses in Empire Zones like the one in Syracuse.
While it's crucial to bring new jobs into our region, Assemblyman Magnarelli knows that keeping the good-paying jobs we already have is just as important. That's why he worked to extend the Power for Jobs program to deliver low-cost power to businesses and save thousands of local jobs in AT&T, Anoplate, Kilian Manufacturing, Penn Traffic and P&C Stadium.
Since taking office, Assemblyman Magnarelli has helped cut taxes for our families and businesses by over $2 billion. This includes reducing the marriage penalty tax - saving couples $200 million annually. He also helped eliminate the Gross Receipts Tax to cut energy costs saving consumers $110 million and businesses $330 million a year. By sponsoring and supporting business and family tax reductions, he is helping our businesses flourish and putting more money into the pockets of working families.
To help our students and teachers reach higher academic standards, Assemblyman Magnarelli supported record school aid increases of nearly $20 million for Syracuse and Geddes schools. This funding helps our schools reduce class sizes, improve teacher training, modernize computer technology and repair school buildings. And he helped keep college affordable by supporting an increase to the Tuition Assistance Program (TAP) and creating the College Savings Tuition Program. He wants our kids to enjoy success in the future and a good education will give them the best opportunity.
Assemblyman Magnarelli is also working to keep quality health care affordable for area families. He helped pass Family Health Plus, a landmark health care law that brings health coverage to 1 million uninsured New Yorkers and helped expand the Elderly Pharmaceutical Insurance Coverage (EPIC) program to make 215,000 seniors eligible for low-cost prescriptions. He also supported legislation that holds HMOs liable for denying necessary treatments and prevents them from imposing unfair rate increases.
In addition, Assemblyman Magnarelli was the driving force behind Central New York's Missing Child Alert system - the second in the nation. Modeled after Texas' "Amber Plan," this system enables local law enforcement to immediately broadcast information about missing children through local media sources, increasing the chances of their safe return.
Growing up in Syracuse, Assemblyman Magnarelli attended Our Lady of Pompei School and St. John the Baptist Academy before going on to Syracuse University, where he majored in History. He then went on to Syracuse University Law School, graduating with honors in 1973. Upon graduating, he entered the Army Reserves, serving for six years and rising to the rank of Captain.
Assemblyman Magnarelli's broad range of community involvement includes serving on the board of the Arthritis Foundation, as president of Our Lady of Pompei Church Parish Council, and as majority leader of the Syracuse Common Council. Assemblyman Magnarelli and his wife Karen raised their children, Lisa, Bill Jr. and Ann, in Syracuse, where he continues working to make our community a better place to live.
