InfoRandall has a long record as a social justice activist, both at home and internationally. He has always been an active member of neighbourhood and community organisations, including serving as President of the Vic West Y and founding President of the Victoria Immigrant and Refugee Centre. He recently completed a three-year term on the Esquimalt Municipal Police Board.

His commitment to social justice has also led Randall to work in the fields of international development and human rights. He co-coordinated the largest human rights observer mission for the United Nations referendum on independence in East Timor in 1999. At the beginning of 2002 he set up an ongoing peace-building project between Christian and Muslim communities in the Malukus, Indonesia, for the International Catholic Migration Commission. In the second half of 2002 he worked as policing researcher for Amnesty International in Afghanistan, resulting in the report Afghanistan Police Reconstruction Essential for the Protection of Human Rights, published in March 2003. He is a former Executive Director and longtime board member of Pacific Peoples Partnership where he helped to develop a First Nations youth internship program.

For the last 15 years Randall has been a criminal justice instructor at Camosun College, taking time out to apply his skills in government and in the field of international human rights. He served for two years as the Director of Public Policy for the Government of British Columbia and has also worked as a public policy researcher at the B.C. Legislature, the Alberta Legislature and the House of Commons. Randall holds an undergraduate degree in history and an M.A. in political science from the University of British Columbia. He has published articles on decolonization, human rights, and policing, based on his personal experience working in active conflict zones.

A longtime area resident, Randall currently lives in the Saxe Point area of Esquimalt with his partner Teddy Pardede. Apart from brief periods working away, Randall has lived on Vancouver Island since 1977 and in the riding of Esquimalt Juan de Fuca since 1986. He has been an active member of the New Democratic Party for the past 25 years and has worked on every provincial and federal NDP campaign since 1975.
