Joan Griffin McCabe represents the 38th Council District in the New York City Council. This includes the Bay Ridge Towers, and the neighborhoods of Boerum Hill, Boro Park, The Brooklyn Waterfront, Gowanus Houses, Park Slope, Red Hook, Sunset Park, Windsor Terrace, and Wyckoff Gardens.

Council Member McCabe was first elected in 1991 and reelected in 1993. McCabe is a member of the following committees: Aging, Environmental Protection; and Parks, Recreation, Cultural Affairs and International Intergroup Relations and Special Events.

An education activists by profession, McCabe worked for former Congressman John Brademas in Washington D.C. She fought the proposed Reagan budget cuts to student financial aid programs while working for both the National Association of Independent Colleges and Universities as well as Pratt Institute. McCabe moved on to work for the Henry Street Settlement House and then to direct the High School Reform Projecter the Public Education Association, a prominent watchdog group that monitors the New York City Board of Education. There, she was successful in improving dropout prevention programs by seeking changes in the state law regulating these programs and in developing citywide support for building small schools.

Council Member McCabe has used her educational experience to bring improvements in education for her district. She has been a leader in alleviating the overcrowding at John Jay High School by securing an annex; restoring six day a week service to the Brooklyn Public Library; and enhancing parental involvement in the schools by securing funding for parent associations.

Representing a district with a large manufacturing area and the Brooklyn Waterfront, McCabe has fought to preserve jobs and to protect the waterfront. When the city proposed building a sludge composting plant in Sunset Park, McCabe organized the community to stop the City from building the plant. The proposed sludge plant would have cost the community thousands of jobs, promoted the area as a municipal waste center, and endangered the health of residents and workers. In addition, McCabe helped redirect the City's sludge management program from building in-city plants to exporting sludge for beneficial re-use. She is an advocate of recycling and was one of fifteen votes against the Solid Waste Management Plan which supports the incineration of garbage.

In the City Council, McCabe has proven to be an outspoken advocate for open government. She supported changing the rules which govern the City Council to ensure a more democratic process; assumed a leadership role in forcing the City to comply with court rulings requiring it to create the charter-mandated Independent Budget Office; and was one of eight votes against Mayor Giuliani's FY 95 budget.

McCabe graduated from St. Mary's College in Notre Dame, Indiana. She lives in the Windsor Terrace neighborhood of Brooklyn with her husband Jim, a teacher, and their three children Kate, Maggie, and Julie.
