Howard L. Lasher, a Democrat, was born in Brooklyn on May 7, 1944. He graduated from Yeshiva University High School, Brooklyn College (1965) and Brooklyn Law School (1968). He was admitted to the bar in 1969 and is a practicing attorney with offices at 9 Murray Street in Manhattan.

Howard L. Lasher served as the New York State Assemblyman of the 46th Assembly District (Brighton Beach, Coney Island, Bay Ridge, Seagate) in Kings County for twenty years. Mr. Lasher was Chairman of the Assembly Housing Committee from December 1992-December 1993. He has been a member of the Housing Committee for twenty years. Previously he served as Chairman of the Assembly Insurance Committee for eleven years. Mr. Lasher served Ex-Officio on the Temporary State Commission on Banking, Insurance and Financial Services. Active nationally on insurance matters, he was President of the National Conference on Insurance Legislators, and served on the Long Term Care Insurance Advisory Committee of the National Association of Insurance Commissioners and the National Conference of State Legislatures' Task Force on Insurance Company Insolvencies. Assemblyman Lasher's eleven years of insurance reform legislation brought innovative changes in the manner insurance companies conduct business in this state. His insurance consumer protection legislation which became law includes: long term health care legislation, land-mark liability insurance reform bill and legislation curbing car rental company abuses. Assemblyman Lasher was instrumental in making heath insurance available from Blue Cross and Blue Shield for those with pre-existing health conditions.

He was first elected to the New York State Assembly in 1972, and served as Chairman of the Agriculture Committee's Sub-Committee on Kosher Food Legislation in 1975; Chairman of the Assembly Committee on Child Care from 1977 through 1980; Chairman of the Temporary State Commission to Recodify the Family Court Act for 1979-1980; Assemblyman Lasher was appointed to the Committee on Expanded Health Care Coverage in 1988.

During his tenure as an Assemblyman, Mr. Lasher's sponsorship of the 1978 Runaway and Homeless Youth Act, as well as his legislative leadership in the field of juvenile justice, foster care, adoption, child pornography, child custody reform, and his work on regulation of cut groups, led to his receiving numerous awards. These include the Educational Alliance Award for "Man of the Year", an award from National Network of Runaway and Youth Services, as well as a commendation from the State Division for Youth for "outstanding legislative contributions to youth work". He was awarded the First Annual Leo J. Ryan Award for his work in the area of cult legislation.

Among his accomplishments was the establishment of the N.I.C.E. (New York Insurance Counseling for the Elderly) program. The program provides objective information to senior citizens on insurance coverage and filing claims. Mr. Lasher also sponsored the first Brooklyn Senior Olympics, still held annually. He also sponsors Information Day, which thousands of senior citizens attend every year.

Mr. Lasher was honored by United Jewish Appeal; Ezras Torah, State of Israel Bonds and the Dysautonomia Foundation. He received the Israel Solidarity Award for "exceptional dedication to the development and strengthening of the economy of Israel", the Shofer Award from the National Council of Young Israel, the Sons of Covenant Award from the Brooklyn-Staten Island Council of B'nai B'rith-B'nai B'rith Women and the OHEL Childrens's Home and Family Service's Government Leadership Award. He also received awards from Community School Board District 20 & 21, Brighton Neighborhood Association and the Brooklyn Chapter of Cystic Fibrosis Foundation.

Councilman Lasher is a member of many civic and charitable organizations. He as a founder of the Jewish Council of Greater Coney Island and serves on its Board of Directors. He is a member of the Ocean Front Council for Soviet Jewry. Mr. Lasher is also a Board Member of the Union of Orthodox Jewish Congregations of America.

Mr. Lasher is a member of the American Bar Association, the New York State Bar Association, the Brooklyn Bar Association, the New York County Lawyers Association, and the Young Lawyers Division of the United Jewish Appeal.

Mr. Lasher belongs to the Brooklyn College and Brooklyn Law School Alumni Associations, B'nai B'rith, the Fraternal order of Masons, the Federation of Italian-American Democratic Organizations of the State of New York, the Good Government Democratic Club and was a member of the New York State Assembly Puerto Rican and Hispanic Task Force. Councilman Lasher is active in the National Council of Young Israel and is a member of the Advisory Committee of the Advanced Certificate program in Gerontological studies at Brooklyn College.
