| Info | Scott Russell is a 4th generation Florida Keys native, born and raised in Key West, Florida. His family migrated to Islamorada, where tragically, most of his family was lost due to the one of the most powerful storms of all time, the Labor Day Hurricane of 1935. His grandparents owned a local furniture store and his father retired from a long career with the Monroe County Sherriff's Office. Scott's roots in Monroe County are deep!
Scott has been in the appraisal industry since 1991, after graduating from Florida State University with a degree in Finance and Real Estate. After college, he came back to his home to start his appraisal career. He is an appraiser by trade, beginning his career as a residential appraiser covering the entire county from Key West to Ocean Reef. He then obtained his State-Certified General appraisal license in 2003 and expanded into the commercial appraisal sector. He completed thousands of appraisals during his private-sector career right here in Monroe County.
In 2008, he embarked on his career at the Monroe County Property Appraiser's Office as a field appraiser and quickly worked his way up through the ranks to Residential Supervisor and then to Chief Deputy of Appraisals for the entire county. In 2012, he was sworn in as the Property Appraiser. Since that time, he has worked vigorously to bring new technology to the appraiser's office with valuation tools to aid in more accurate assessments, high-level aerial imagery and the embarkation of a new Computer Aided Mass Appraisal System (CAMA).
Scott is a State-Certified General Real Estate Appraiser licensed through the State of Florida. He earned his designation as a Certified Florida Appraiser (CFA) and Certified Florida Evaluator (CFE) from the Florida Department of Revenue by completing over 120 hours of professional appraisal courses with the International Association of Assessing Officers (IAAO). In 2019, he earned the Residential Evaluation Specialist (RES), Assessment Administration Specialist (AAS) and the Personal Property Specialist (PPS) designations from the International Association of Assessing Officers and was featured in their publication "Fair + Equitable".
He is currently a member of the International Association of Assessing Officers (IAAO), an association which represents mass and ad-valorem appraisers throughout the world, and the Florida Chapter of the IAAO. In addition, he is a Region Director of the Property Appraisers Association of Florida, which represents property appraisers state-wide. He is also an active member of the Rotary Club and Key West Chamber of Commerce. He volunteers with the Special Olympics of Monroe County, which is an organization dear to his heart.
Scott and his wife Dianne, a local school teacher, are the proud parents of three daughters, Kaitlyn, Amber and Emily. When not working, Scott enjoys time with his family and chasing the ball around the golf course!
