InfoFirst elected in November 2014, Lisa Frizell has served one term as Douglas County Assessor and was re-elected to an additional four years in November of 2018. Lisa began her career as an Analyst in the Assessor’s Office in 1998 and has over twenty years of Assessment and Appraisal experience.

As Assessor, Lisa oversees a statutory office that discovers, lists, classifies and values all real and business personal property in Douglas County. The Assessor’s Office is also responsible for maintaining exemptions and all land records, including ownership and parcel boundary mapping.

In her first term, Lisa oversaw the redesign of the Assessor website; elevating the customer service experience for all citizens. This enhancement of transparency and functionality were so successful that the Assessor’s Office received the prestigious Center for Digital Government’s Government Experience Award. In addition, Lisa championed Douglas County’s award-winning Open Data Initiative where innovative technology enhances service delivery, financial transparency and access to information. Lisa believes in limited government and has implemented technology and process improvement to accommodate county-wide growth and increases in her office’s workload.

Having served in many leadership positions outside the Assessor’s Office, Lisa has recently been elected Vice-Chair on the Executive Committee of the Colorado Assessor’s Association. As an avid volunteer, she has served as both Chair and Treasurer of the Castle Rock Chamber of Commerce Board of Directors; has been a Girl Scout Leader; Metropolitan District Board Director; County Delegate; Precinct Leader; and Chaired the Colorado Artfest at Castle Rock for four years. Lisa is also a member of the International Association of Assessing Officers and the Colorado Association of Tax Appraisers.

Lisa is licensed by the State of Colorado as a Certified Residential Appraiser and holds a Bachelor of Science in Engineering from the University of Colorado. Having grown up in the county, she earned her high school diploma from Douglas County High School in Castle Rock. Lisa is married to her husband David and has two children who also graduated from Douglas County schools.
