Settling in Denver in the mid-1880s, he followed his father's trade as a farrier. In December 1886, he helped establish local #29 of the International Union of Journeymen Horseshoers. Before long, he became the secretary-treasurer of the Horseshoers nationally. In 1895, Kenehan emerged as third vice president of the AFL. He served on Colorado State Labor Board of Arbitration from 1897 until 1903. The next year he won election to the Denver board of supervisors, representing the West Colfax neighborhood. The trade union activist gained election as state auditor in 1908 and 1912. In between, he was state treasurer from 1911 until l913. After 1916, Kenehan held various federal appointments.
