As a county party chairman, Jeff has dedicated years to raising money and winning elections for Republicans, including turning out an over 90 percent Republican voter turnout in the 2016 General Election. In fact, since 2013, Jeff has been leading the El Paso County Republican Party, Colorado's most conservative county, to victory after victory. Jeff is also a member of the Colorado GOP Executive Committee.

Unanimously re-elected in 2015, Hays was the first El Paso chair to win a second term in 12 years. During his tenure, Hays has raised hundreds of thousands to support El Paso County operations. He has expanded the donor base with the establishment of a business community initiative called Very Important Business. Sworn to serve Republican principles, Hays has given more than 4,000 hours of volunteer time as a county chair and has overseen two winning election cycles.

USAFA AND MILITARY SERVICE
Jeff attended the Air Force Academy (USAFA). Following graduation, he served in various capacities in the military—spanning logistics, aerospace physiology and even a coaching stint at USAFA to develop kickers and manage nationwide recruiting for his alma mater’s football team—before retiring as a Lieutenant Colonel.

PROFESSIONAL EXPERIENCE
Outside of politics and the military, Jeff works as a management consultant and project manager; performing cost, schedule, and risk analysis for a wide variety of government and commercial clients from coast to coast since 2006.

BIOGRAPHICAL DETAILS
Jeff was born in Dallas and raised on the Texas Gulf Coast, the youngest child of everyone’s favorite elementary teacher and a successful high school football coach. A multi-sport athlete and valedictorian at Columbia High School, Jeff continued his education at the Air Force Academy and graduated in 1984 in the top quarter of his class with a Biology major and a couple of football letters. He continued his athletic pursuits as a member of the 1985-87 US National Bobsled teams and 1987 Olympic Trials participant.

BACKGROUND IN DETAIL
Jeff began his military career with a brief stint as an Air Force Academy junior varsity football coach and then as an Air Force acquisition logistics officer, developing maintenance concepts and life cycle impacts for prototype seekers and missiles. He then managed an automated training system’s operational test, coordinating installation, test metrics definition, data analysis, and authoring the final test report. After obtaining a Master’s degree in Biology from the University of Texas, Jeff served as an Assistant Professor of Biology at the Air Force Academy. There he developed course curricula, managed academic technology, conducted research, oversaw officers and cadets, and delivered award-winning classroom instruction. Next, as an Aerospace Physiologist, Hays commanded a flight of Air Force personnel responsible for water and land survival training, classroom instruction, altitude and dive chamber operations and maintenance, operationally focused physiological research, and dive chamber treatment protocols and training. In his final Air Force assignment, Jeff managed nationwide recruiting for the Air Force Academy football team and coached kickers to their best seven years in school history.

Upon his retirement from the Air Force as a Lieutenant Colonel, Jeff served as activities director at The Classical Academy charter school in Colorado Springs where he developed and implemented facilities enhancement projects, supervised coaches, scheduled contests, created a multi-sport booster organization, and raised funds. Jeff also developed and managed USAF Academy and University of Illinois instructional kicking camps and was kicking consultant to the Denver Broncos Football Club.

Since becoming a management consultant in 2006, Jeff has performed cost, schedule, and risk analyses for a wide variety of government and commercial clients from coast to coast.

Since 2013, Jeff has been chairman of the El Paso County Republican Party and a member of the Colorado Republican Party Executive Committee. Jeff and his team set a standard of excellence and professionalism befitting Colorado’s largest county party. Prior to his two terms as Chairman, Jeff served on the El Paso County Republican Party Executive Committee, representing House District 20 and Senate District 9 as Vice-Chairman

Jeff is a member of the Project Management Institute (PMI) and a Project Management Professional (PMP). He is a 2012 graduate of the Leadership Program of the Rockies. He has served in a range of leadership roles, including as vice chairman of the nonpartisan 4th Judicial District Performance Review Committee, where Jeff and his colleagues evaluated judges and made retention recommendations to voters.
