InfoGene Truono was born and raised in Wilmington, Delaware. After graduating from Salesianum High School in 1976, Gene received his Bachelor of Science degree with a concentration in Marketing from the University of Delaware in 1980. He earned his Juris Doctorate degree in 1984 from the Delaware Law School of Widener University and is a member of the Delaware Bar. While attending law school, Gene served as President of the Student Bar Association.
Gene has over 30 years of Financial Services industry experience. He got his start in banking with the Wilmington Trust Company as an attorney and compliance officer when one compliance officer was sufficient to meet the needs of the financial institution. As the credit card industry boomed in the early 90’s, so did the number of regulations. While working in the credit card industry, Gene noticed an increasingly burdensome regulatory environment. One compliance officer was insufficient to assure a bank’s compliance with all the new regulations. Importantly, many of the new laws failed to fix the problems for which the regulations are intended.
Shortly thereafter, with the rapid change in global finance and compliance, Gene’s skills were in high demand. In 2004, he moved to New York to work for J. P Morgan Chase and was instrumental in implementing the firm’s USAPARTIOT ACT compliance program to combat money laundering and terrorist financing. Following JP Morgan, American Express called on Gene to remediate its foreign Private Banking and international Correspondent Banking compliance programs.
By 2011, the world of global finance was exploding, and nowhere was there more action and expansion than on the Internet. Virtual currency, Cryptocurrency and Bitcoin, utilizing Blockchain technology, were in the formative stages. PayPal, the undisputed king of secure internet payment platforms, recruited Gene to move to Washington to build and develop PayPal’s global Anti-Money Laundering (AML) program. After developing PayPal’s AML program, Gene was promoted to the Chief Compliance officer for PayPal where he managed a global staff of over 120 employees. He interacted with US and foreign regulators in Australia, Singapore, Hong Kong, Japan, India, Malaysia, Canada, Latin America and Europe. Gene was selected to serve on the Bank Secrecy Act Advisory Group (BSAAG) by the director of the Financial Crimes Enforcement Network (FinCEN) under the U.S. Treasury Department. He also co-chaired a newly created Regulatory Reform committee to look into ways to streamline regulations in the financial services industry using new and emerging technology.
Gene first became interested in political service over thirty years ago. He saw firsthand how the regulatory burden on banks and other businesses continued to increase, but the additional regulations failed to solve the problems. Additionally, the regulations did little to help consumers, and ultimately increased their cost.
In 2014, Gene moved back to Delaware to help care for his elderly mother. Upon her passing, Gene felt, rather than returning to corporate America, he would answer the call to give back to the community that has been a significant part of his life.
So today, Gene is running for the U.S. Senate. As he canvasses the State of Delaware, he sees that people are tired of partisan politics where nothing gets resolved. Throughout his life, Gene has a proven record of bringing together diverse interests to solve common problems. Gene is committed to putting people before politics and your interests before special interests. He believes it’s about “Principles Not Promises™”.
Congress needs people that are not career politicians with vested self-interests. As an outsider to the ways of Washington, Gene will bring fresh ideas and a new perspective to the issues that face our country. He will bring a practical approach to solving longstanding problems. He is committed to achieving real results for the people of this state and our country.
Public service should be an honor. It is about service to the people who placed their confidence in you to make a difference. But in today’s political environment, our elected officials are playing partisan politics, and the people are being hurt. Because of the gridlock and finger-pointing in Congress, nothing is getting done. Our elected officials are failing us. It is time for the career politicians to step aside. Now is the time for outsiders like Gene Truono to bring new ideas to solve the long-standing problems and give our government back to the people.
