InfoMark Powell was born in Mitchell, South Dakota, on August 9, 1950, the second of three children of Dewey and Virginia Manes Powell. When Mark was three years old the family moved to Missouri. Except for a few years when his father's military duties as a sergeant in the U.S. Army took them out of the state, he has lived most of his life in Arnold, Missouri. Mark attended Fox School in Arnold, Waynesville High School in Waynesville and Parkview High School in Springfield before graduating from Lawton High School in Lawton, Oklahoma. He went on to graduate from Southwest Missouri State University in Springfield with a bachelor's degree in Accounting.

During these early years Mark learned the value of adaptability, hard work, tenacity, and dedication.

Mark has been married for twenty-nine years to the former Pamela Pennington of Oakville. Pam works as a Library Aide at Fox High School in Arnold. They have two daughters, Kristine Malarney of St. Louis, a commercial airline pilot, and Kathryn Huber of Arnold, the Democratic Committee Woman for the Arnold Township.

Mark worked as a banker for 24 years, then branched out on his own to open an investment business. He has been active in community service for the City of Arnold and Jefferson County, Missouri. He served eight years on the Fox C-6 School Board of Education, and was a board member of the Jefferson County Industrial Development Authority. He is a past president of the Arnold Rotary Club and has volunteered for numerous civic and charitable organizations, including the Boy Scouts of America. He is currently treasurer of the Jefferson County Library District, and was previously the treasurer for the city of Arnold.

Mark was elected mayor of Arnold, Missouri, in 2001. As mayor, Mark has presented balanced budgets that give additional services to residents of Arnold, while at the same time pinching pennies to reduce overhead expenses. He established an Economic Development Commission and a Tourism Commission in Arnold. He has led the effort to establish a new recreational center and library in Jefferson County, and is negotiating to build a branch of Jefferson College at the site of the Recreation Center/Library complex. This would be the first site in Missouri to hold a public college, a city recreational center, and a county library.

During his time in public service, Mark has put into practice the lessons he learned in his younger years: work hard, look for ways to serve, persevere, and "think outside the box." Mark will put these lessons to use for the citizens of the entire state of Missouri.
