InfoDr. Raymond E. Smith Jr. is a former Representative of House District 21 in the North Carolina General Assembly, serving two terms as a dedicated public servant.

In his second term, Dr. Smith was elected as a Minority Whip and held a leadership position within the Democratic House Caucus and the legislative Black Caucus, demonstrating his commitment to effective governance. During his time in the legislature, Dr. Smith Sponsored or Co-sponsored well over 400 Bills, and numerous Bills became State Law.

Before his time in the General Assembly, Dr. Smith made history as the first African American At-Large member on the Wayne County Board of Education, where he also served as Vice Chairman.

With a wealth of experience and expertise, Dr. Smith has demonstrated strong leadership in the fields of education, transportation, and the military.

Dr. Smith holds three degrees from HBCUs, including a Bachelor's degree in Supply Chain Management from NC A&T State University, a Masters in Public Administration from NC Central, and a Doctorate in Education Leadership from Fayetteville State University.

A decorated Gulf War combat veteran and former Military Policeman, Dr. Smith served his country in the U.S. Army and has traveled the world, but his greatest passion lies in giving back to his community.

Dr. Smith's parents, Raymond E. Smith Sr. and Thelma F. Smith, were lifelong community servants, inspiring his dedication to public service.

Dr. Smith is an active member of the Prince Hall Affiliated Free and Accepted Masons, Omega Psi Phi Fraternity, Inc. and a Trustee at St. James AME Zion Church. He is happily married to Dr. Cortrina D. Smith and proud father to three sons, Christopher, Myles, and Maxwell, and two daughters, Tracy and Ashley.
