InfoDuring Mike’s early years, his family struggled economically, and often had to rely on America’s social safety net to make ends meet. When the family moved to Maryland, his father was serving as an Air Force Sergeant (E-5), and his mom took odd jobs when she could while caring for four children. As the oldest of four siblings, Mike started working odd jobs at the age of nine to help ease the financial burden. His stepfather’s service took Mike and his three siblings all over the country and around the world – with Mike attending 13 different schools by the time he graduated high school.

Mike has never forgotten his humble beginnings and can truly emphasize with today’s working families who are struggling to pay for housing, food, and day care necessities. These experiences are part of why Mike’s campaign focuses on education and the economy.

Following in the footsteps of his grandfather, who served in World War II, his stepfather, and other family members who served our country, Mike first completed a six-week course with the United States Marines at Quantico after his freshman year in college, and later enrolled in the Army ROTC. He graduated from the University of North Carolina Chapel Hill and received his commission as a second lieutenant from Duke University in 1986. He holds two Master’s degrees: one in contract management and the other in national resource strategy.

For 29 years, Mike served in the US Army Medical Service Corps with combat deployments in hot spots like Somalia, Saudi Arabia, Iraq, Afghanistan, and Kuwait. As a senior officer, he oversaw major health care administration and medical logistics across the United States, Europe and the Middle East, and helped ensure that Americans had access to quality health care while serving our country. Leading a team of 70 people, Mike managed the TRICARE prescription drug program which served 9.1 million military members and their families, and reduced drug prices through bulk purchasing.

After serving on four continents in 32 countries, Mike came home to Maryland, where his family had been based since 2003. He retired in 2015. Elected to the House of Delegates in 2018, Mike was the first Black man to chair the Anne Arundel delegation and has worked to raise wages for middle-class families, improve services for his fellow veterans, defend women’s reproductive rights, and support tax cuts for seniors on a fixed income. He was the lead sponsor of the Keep Our Heroes Home Act, which increased the state tax exemption for military pensions, enabling more veterans to create their second careers in Maryland after retiring from the armed forces.

Mike and his wife Tonya live in Laurel. He has been very active in the community where he coached for the Severn youth football league, led Ft. Meade High School’s PTSA, served as an officer for his Laurel area homeowner's association, and as a regional board member for the 350,000 - member Military Officers Association of America.

Mike and Tonya’s adult children, Enfinity, Michelle, and Jared have all earned college degrees and are doing well in their respective careers.
