Unsuccessful candidate for Mayor of Davenport in 1969.

Bill was born in Davenport, Iowa on October 7, 1942. Bill's mother came to the United States from County Galway, Ireland. His father was born and raised in Keithsburg, Illinois and Bill's grandfather immigrated to America from Poland. Bill has been married for 38 years to his wife Patricia (Trish). Their home is at 2421 Gaines Street, Davenport, Iowa. They have five grown children and one granddaughter

Bill received his B.A. Degree from St. Ambrose College, Major in Political Science, Minor in History. He received an M.A. Degree in Political Science from the University of Iowa. He lectured in Government at St. Ambrose.

Bill was 3 times elected to the Iowa General Assembly. He was elected to the House of Representatives in 1970 receiving 58% of the vote. He was elected to the Iowa Senate in 1972 with 59% of the vote, and re-elected again in 1974 by an overwhelming 69% voter margin. In 1982, he was his party's nominee for a US House seat.

Bill served as chairperson of the Senate Human Resources Committee; Member of Appropriates; Ways and Means; State Government; and Senate Ethics Committees
Bill was the only Democrat elected to the all Republican Scott County Board of Supervisors in 1976. He was the second highest vote getter on the ballot. He led County Democrats to victory in 1978 and was then elected Chairman of the Scott County Board of Supervisors.

Bill is active in the Civil Rights Movement and took part in the historic March on Washington in 1963 and has campaigned for the Equal Rights Amendment.

Bill has been a democratic activist for over thirty years and is a licensed real estate broker with RE/MAX River Cities. Inc., Bettendorf, Iowa. His professional and private affiliations, both past and present include: National Association of State Legislators, National Association of Counties, Midwest Legislative Council on Environment, Ralph Nader?s Public Citizen Inc., Common Cause, Jaycees Izaak Walton League, Iowa Advisory Commission to the United States Civil Rights Commission, Sierra Club, Bread for the World, Citizens for Tax Justice, Knights of Columbus, AFL-CIO, Laborers Union Local 309, UAW Local 1309, Iowa and National Association of Realtors. He is a member of Holy Family Catholic Parish & Sacred Heart Parish, Davenport
