As a native of North Carolina Marshall Stewart has firsthand experience in the public schools of North Carolina. As a boy growing up in Sampson and Pitt Counties, Marshall attended public schools, and even served as a school bus driver during his high school years. Marshall knows firsthand the challenges of teaching in public school as an agriculture teacher. As the parent of a child enrolled in the public schools, Marshall understands the concerns of parents regarding the ability of public education to provide the quality learning experience all children need and deserve. As the leader of a state educational program, Marshall understands the need for strong and decisive leadership in the Department of Public Instruction. For Marshall, the question at the end of the day is always, "What have we done today to improve public education for our children?"


Marshall's career has always focused on the education of young people. Upon graduation from North Carolina State University in 1986, he began his teaching career at Midway High School in Sampson County, North Carolina. In 1988, he joined the staff of the National FFA Organization where he served as the manager of FFA's leadership and personal development workshops, director of membership marketing, recruitment and retention, and director of the FFA's Teacher Services Program. In 1994, he became executive director of the National Association of Agricultural Education and led initiatives in the professional development of teachers, legislative affairs and teacher training.


In 1996, Marshall returned to North Carolina to become the state agricultural education coordinator. In this role, he provided oversight for 380 agriculture teachers and 42,000 students in North Carolina's public schools. In addition to his state responsibilities, he recently completed terms of service on the Association of Career and Technical Education Board of Directors, National FFA Organization Board of Directors, National FFA Foundation Board of Trustees, and National Council for Agricultural Education Board of Directors. In total, Marshall has served on five national non-profit boards and two state non-profit boards. He brings with him 20 years of non-profit board service experience in the areas of education and youth development. Additionally, Marshall has co-authored two leadership textbooks, a leadership handbook and an experiential learning curriculum that is utilized in every state in the nation.


Marshall received his Bachelor, Master of Science and Doctorate degrees from N. C. State University. In addition to his professional responsibilities, he enjoys teaching Sunday School and serving as a deacon at New Hope Baptist Church, fishing, watching college basketball, eating "North Carolina" Barbecue, time with family and friends, and serving as an author, workshop presenter and speaker. Marshall and his wife Jan live in Wake County with his ten-year-old son John.

In 2016, Stewart was appointed vice chancellor of extension for the University of Missouri.
