Governor of the Northern Mariana Islands. He served as both the 2nd and 5th Governor of the United States Commonwealth of the Northern Mariana Islands (January 11, 1982 - January 8, 1990, January 12, 1998 -January 14, 2002). He attended the University of Guam and later worked as a schoolteacher, shipping executive, and a supervisor for a naval technical and training unit. He went on to serve in both the House of Representatives of the Congress of Micronesia and the Marianas District Legislature. In 1978, he was elected vice president of the Northern Mariana Islands Senate when the islands became a commonwealth of the United States. Two years later, he was elected President of the Senate. In 1981, he was elected Governor of the Northern Mariana Islands and served for eight years until stepping down in 1990. In 1997, he was elected again as Governor and served for four years before leaving office in 2002. He passed away from complications of a stroke.
