Info born on a farm near Senecaville, Noble County, Ohio, January 22, 1904; attended the public schools; was graduated from Muskingum College, New Concord, Ohio, in 1926; graduated from Washington, D.C., College of Law in 1938, from Columbia University, New York City, in 1943, and British School of Civil Affairs, Wimbledon, England, in 1943; principal of Senecaville (Ohio) High School 1926-1930; superintendent of schools of Murray City, Ohio, in 1931 and 1932; member of the State house of representatives in 1931 and 1932; elected as a Democrat to the Seventy-third and to the four succeeding Congresses and served from March 4, 1933, until his resignation on August 3, 1942; lieutenant commander in the United States Navy and later promoted to commander and served until February 28, 1946, in England, Africa, Italy, and the Pacific as military government officer; unsuccessful candidate for election in 1946 to the Eightieth Congress; engaged as a legal supervisor at the Library of Congress from December 15, 1946, until his resignation in June 1947; elected to the Eighty-first, Eighty-second and Eighty-third Congresses and served from January 3, 1949, until his resignation September 26, 1954; had been renominated in the primary election May 4, 1954, to the Eighty-fourth Congress; member of Federal Trade Commission 1954-1961; director of commerce, State of Ohio, January 15, 1962, to August 31, 1962; elected to the Eighty-eighth and Eighty-ninth Congresses (January 3, 1963-January 3, 1967); unsuccessful candidate for reelection in 1966 to the Ninetieth Congress; in 1969 elected a member, Ohio State senate, for the term ending in January 1973; member, national council, American Legion, 1978-1987; was a resident of Cambridge, Ohio, until his death there on May 15, 1994.
