Died Wednesday, November 21, 2018 in Tolna, North
Dakota at the age of 70, in the care of his devoted wife, Sharon, with Pastor Jeff by his side after
a courageous battle with cancer. Joe was born on July 13, 1948 in Columbia Hospital,
Washington DC, (he was famous for saying, I was born in a foreign country called Washington
DC, you may have heard of it), to the late Joseph Chiang, Sr. and Alice Rose (née Cramer)
Chiang. Joe is survived by his devoted wife, Sharon; and two sons from his previous marriage,
David L Chiang and fiancée Jessica (Harris) from Shenandoah, VA, and Stephen M. Chiang from
Harrisonburg, VA; and granddaughter, Caroline; his brother, Vernon (Caroline) Chiang from
Damascus, MD; and nephew, Justin Chiang of Royersford, PA; and niece, Shannon Chiang of
Jacksonville, NC, and their families; many cousins from Maryland and Florida with whom he
spent many summer vacations with as children and teens. Joe is also survived by; three
stepchildren, Sharon and Mark Braniff from Sandy Hook, VA; and three sons, Shane, Luke and
Riley all in VA, Dena and Sam Carrigan from Montour Falls, NY; and two sons, Kyle (Stephanie)
and Dale (Haley) Carrigan from NY state, Brent and Jeannette Biddle from Plumas Lake, CA; and
children, Zachary and Mariah Biddle; as well as two daughters, Kira and Jordon Biddle of Ohio.
He also leaves two precious and loved pets, Cokey and Mackey, faithful dogs. They were with
him to the end. As a consummate patriot he served with the United States Army National
Guard for eight years attaining the rank of Staff Sergeant. He was honorably discharged in 1979.
He was a member of the American Legion Post #162 in Tolna, ND, and before that a Post in VA.
He was a member of Vietnam Veterans of America – Mayville Chapter #374. He graduated
from Luther Rice College with a degree in history and business and later from Mary Baldwin
College with a degree in education. He began his career in business but later found his calling as
a teacher. To quote him, he learned he could get rich as a teacher and spent the last 20 plus
years teaching and coaching golf, two of his great passions in life - of which he said he gained
many riches but none that could be taken to the bank. Although his first love and degree were
in history his gift for math led him to gain more credits in math because he thought it was fun.
He developed his own method of teaching math that garnered his students with a 95% pass
rate in the general population and 100% with special education students for four years until
government education’s landscape changed. His father came to the US from China as a teen
and after college was a White House correspondent for a news service from China as well as a
Martial Arts instructor who instructed members of the Secret Service and the Washington DC
police department. His father was very politically minded and as a child, Joe accompanied him
both in political events and Martial Arts exhibitions and training, and Joe inherited the political
aspect and was involved in the political process, even running for office, and was the contact
person for the ND Constitution Party (part of the National Constitution Party) until his illness
demanded he be less involved. His mother was a court stenographer, violinist and painter. He,
along with his wife, Sharon belonged to Christian Motorcyclist Association belonging to
chapters in VA and then after moving to ND were involved in forming a chapter in Devils Lake,
ND. The Risen Son Riders. Most importantly he was a born-again Christian who loved the Lord
and is now with the Lord and Savior. His God-given gift for teaching and compassion influenced
many. Funeral services were held at the New Life Fellowship Church, 2750 Route 20,
Tolna/Hamar, ND on December 10th at 7:00 PM, officiated by Pastor Jeff Kapelle.
