Vance Phillips is a sixth generation Sussex County farmer. Married to Lisa for 20 years, they have three teenage daughters, Katelyn, Megan and Jillian. They regularly attend Laurel Wesleyan Church. Vance has served on the Sussex County Council since being elected in 1998. Lisa is an artist, specializing in murals and canvas works. Living near the little village of Portsville, west of Laurel, the Phillips family has served the community throughout the generations.
Vance graduated from the University of Delaware with a Bachelor of Science degree in General Agriculture. He is an active member of the National Association of Counties Steering Committee on Agricultural and Rural Affairs. Vance was elected on a pledge to Sussex Countians for a more open government and increased fiscal responsibility. He worked hard to see that the county developed a first class website. Vance recognized that the county was carrying an enormous amount of taxpayer supported debt and by working with other members of the council, saw to it that the county retired that debt within a few years of his taking office. Vance recognized that many of the working folk in Sussex County were being denied the ability to attend council meetings held in the daytime and, with a consensus of the council, a night meeting is now held each month.
