State Representative 1977-83; 1993-94
Holloway served in the House in the late 1970s and early 1980s. He resigned after a misdemeanor state tax evasion conviction. He was elected again in 1992 after former Gov. Mike Castle granted him a pardon. He gave up his House seat in 1994 to run for the Senate seat that had been held by his father, Herman Holloway Sr. He lost to Sen. Margaret Rose Henry, D-Wilmington East.
