William "Bill" Dougherty was an American businessman, lobbyist, and Democratic politician who was the 31st Lieutenant Governor of South Dakota from 1971 to 1975
He was elected Lieutenant Governor in 1970 and 1972.
He lost the 1974 Democratic Gubernatorial primary to the late Gov. Richard F. "Dick" Kneip-D).
