Info | Dr. Plumb is an aerospace engineer, former Democratic Party candidate, U.S. Navy Reserve captain, and former researcher. He was born in Jamestown, New York and graduated from the University of Notre Dame in 1992 with a B.S. in physics. He later earned a M.S. in physics and Ph.D. in aerospace engineering from the University of Colorado Boulder.
Dr. Plumb has been an active and reserved duty submarine officer. He commissioned in 1993 before moving to the reserve in 2000. He currently (as of April 2022) is a captain in the reserves.
For more than 25 years, Dr. Plumb has been in public service, working in the White House, Pentagon, and Senate. From 2004-2009, he was a congressional science and technology fellow then legislative assistant in Sen. Ken Salazar's office. From 2009-2013, he worked in the DOD on nuclear and peace policy. From 2013-205, he was the White House National Security Council's director for defense policy and strategy. In 2015, he left the NSC to run for Congress in New York. After losing that race, he worked at the RAND Corporation until August 2020 when he was hired by the Aerospace Corporation as their chief of government relations.
He was nominated to serve as the first assistant secretary of defense for space policy in July 2021 and confirmed in March 2022.
