Vance; reelected in 1897 and served from January 23, 1895, to March 3, 1903; chairman, Committee on Civil Service and Retrenchment (Fifty-fourth and Fifty-fifth Congresses), Committee on Patents (Fifty-sixth and Fifty-seventh Congresses); justice of the supreme court of the District of Columbia 1903-1904; judge of the United States Circuit Court of Appeals, Fourth Judicial Circuit from 1904 until his death in Asheville, N.C., on April 10, 1921; interment in Riverside Cemetery.
