InfoBorn in 1948, and residing in Santa Barbara, Pedro grew up and attended public schools in Southern California. He is a strong supporter of public education. He studied at San Bernardino Community College, graduated from San Bernardino State and obtained his law degree from the University of California, Davis, Martin Luther King Jr. Hall, School of Law.

After graduation from law school, he worked in job training programs for the economically disadvantaged in Fresno. Pedro later became a Deputy District Attorney in the Fresno County DA's Office, involved in Targeted Narcotics Prosecution, headed up the county-wide Drug Crime Task Force, was a Board member of the Fresno Rape Crisis Center and President of the Fresno Community College President's EOP&S Advisory Committee. In 1985, he joined the Santa Barbara DA's office where for a time, he was assigned to the Consumer/Business Law Section. Since 1987, Pedro has been a civil litigator, primarily representing nurses and health care practitioners.

In 1997, Pedro was appointed by now Lt. Governor Cruz Bustamante to the California Coastal Commission. He has been re-appointed three times by State Senator John Burton. Pedro has distinguished himself on the Commission by obtaining the highest coastal resource protection voting record based on an analysis by the Sierra Club and League for Coastal Protection. The Santa Barbara Chapter of the California League of Conservation Voters named him an �Environmental Hero�.

Pedro has a long history of community involvement, having served as the President of the Board of Trustees of the Santa Barbara & Ventura Colleges of Law, President of the Santa Barbara Hispanic Chamber of Commerce, Board Member of the Santa Barbara Women Lawyers, Trustee of the Santa Barbara Museum of Art and a long time member of the Santa Barbara Jewish-Latino Roundtable. Pedro received the first Women's Economic Ventures �Man of Equality� award.

Pedro is married to Susan Jordan, Santa Barbara County 2 nd District Planning Commissioner, Founder and Director of the California Coastal Protection Network (CCPN) and co-founder of Vote The Coast. Active in statewide coastal protection, Susan was a participant in the State of California's successful lawsuit against the Federal government demanding statewide review of the 36 federal offshore oil leases off the Central Coast and has recently taken a state-wide leadership role in discussions concerning desalination and Liquefied Natural Gas. Susan promotes clean water and land use legislation, acting as an advocate for California environmental groups. Susan has been an active supporter of women's reproductive rights for over three decades and is a published author in the area of motherhood and children. Prior to her involvement in statewide coastal protection, Susan was a partner in a nationally known commercial and political market research consulting firm, Dresner-Sykes, Jordan & Townsend.

Pedro and Susan are the parents of Jedd, a 16 year old Dos Pueblos High School student.
