The nation came to know Carol Roberts during the extended recount in Florida after the 2000 election. As a member of Palm Beach County’s Canvassing Board, Carol was one of three members who struggled with butterfly ballots, hanging chads, and under- and over-counts. Carol led the Board’s attempt to make every vote count.

But the people of Palm Beach County have known Carol for her decades of public service and community activism. The first woman ever to serve as a Commissioner in the City of West Palm Beach, Carol went on to serve as the city’s mayor during a period of unprecedented growth and renewal. She is currently vice chair of the seven-member Board of County Commissioners.

What makes Carol an innovative legislator is her ability to identify potential problems and develop solutions before they ever hit the public’s radar screen. Predicting the region’s phenomenal growth and accompanying traffic congestion, Carol initiated the successful three county commuter rail system known as Tri-Rail. She has served as chairperson of Tri-Rail, and the system has flourished because of her vision and leadership. Committed to integrated multi-modal transportation, Carol has chaired the Regional Transit Organization and the Regional Planning Council. Her emphasis on planning has resulted in billions of federal dollars for transportation for Palm Beach County.

Throughout her career Carol has been involved in efforts to reform the healthcare system. Governor Lawton Chiles looked to Carol to serve on his Health Care Responsibility Act committee, which led to increased health coverage for children and prescription drug coverage for seniors. Governor Bob Graham called on Carol for his Health and Rehabilitative Services Advisory Board that ensures health care services, particularly for Florida’s elderly.

Elected officials nationwide know Carol for her years of work with the National Association of Counties (NACO). She chaired the Large Urban County Caucus, and helped lead NACO in its successful effort to enact the Unfunded Mandate Reform Act of 1995, which prohibited the federal government from passing costs for major programs onto unprepared local governments.

Carol’s work with NACO underscores her commitment to good government without regard for partisan affiliation. She has been a consensus builder in Palm Beach County, and has fought for environmental protection and planned growth while at the same time encouraging a pro-business approach to ensure economic stability. She is strongly pro-choice and pro-gay and lesbian rights, and believes individuals have the right to make their own choices.

Carol has been married to Hyman Roberts M.D., an internist physician, for 49 years. He is an 11-year veteran of the U.S. Navy. They have six grown children and eight grandchildren.
