InfoJohn Chapman's career has taken him from the Reagan White House, where he served as an aide in the Counsel's Office, to the U.S. Securities and Exchange Commission, where he led investigations into Wall Street corruption and financial fraud, to the highest levels of Massachusetts state government, where he was an agency commissioner and undersecretary of economic development. John was also General Counsel for the Joslin Diabetes Center, an affiliate of Harvard Medical School, and a former partner at the law firm of Duane Morris LLP, where he advised corporate clients on enforcement and compliance issues, corporate governance and regulatory matters.

The youngest of seven children, John is the son of a decorated World War II veteran who flew combat missions in the South Pacific. John grew up learning the value of patriotism, hard work and community. He worked his way through college, graduating with a B.A. in political science from Kenyon College and a J.D. from Suffolk University Law School. His first job out of college was as an aide in the Reagan White House. To this day, he considers President Reagan one of his political mentors.

A Massachusetts native who grew up on the South Shore and the Cape, John and his wife, Diana, have a son, Alec, and live in Brookline and Chatham.
FIGHTING WALL STREET CORRUPTION

John spent over seven years in the Enforcement Division at the U.S. Securities and Exchange Commission, from 1992 to 1999, leading investigations into financial fraud, insider trading, stock manipulation and other misconduct.
GOVERNMENT REFORMER

John was appointed by Governor Mitt Romney as the Commissioner for the Department of Industrial Accidents, which oversees the worker's compensation system in Massachusetts.

During his tenure, John and his management team instituted a number of significant reforms within the agency. They started by revamping enforcement and compliance, which resulted in a four-fold annual increase in the number of investigations. A civil litigation department was established, saving $1 million annually in outside counsel fees. Under John’s leadership, a 5000 case backlog was eliminated.

John’s last post before returning to the private sector was as Undersecretary in the Executive Office of Economic Development, where he focused on job creation and led the collaboration of various agencies in connection with the development of the Commonwealth's energy plan.
PRIVATE SECTOR EXPERIENCE

John has held private sector positions as VP and Assistant General Counsel at Tucker Anthony Incorporated, a financial services firm, and as a partner at the law firm of Duane Morris LLP. Most recently, he served in the non-profit sector as General Counsel for the Joslin Diabetes Center, the largest diabetes research and clinical care organization in the world, where he provided general and legal advice to the CEO/President, the governing boards, leadership and staff of Joslin.

John is a father, husband, son, brother, and a proud American. He values the U.S. Constitution and what it stands for, and believes deeply that the best government results from a healthy two-party system, and that Massachusetts will benefit greatly from balance in its Congressional delegation.

Starting with his years at the White House, and throughout his entire career – at the SEC, as a Massachusetts agency commissioner, as general counsel for a large non-profit and as a private sector attorney – John has exhibited the personal qualities of leadership, determination, collaboration and diplomacy, which will serve him well as the 9th District's next congressman.
