Rhett was born in Eastland, Texas. He graduated from the University of Texas at Austin in 1973 with a Bachelor of Arts Degree in Accounting. Rhett worked as an auditor with the Texas Department of Human Services for four years. He served his country in the United States Navy from 1979 to 1983.

He is a father, grandfather, and proacitve citizen who wants to insure that his grandchildren will have the same opportunities that he had growing up.
