| Info | State Representative Kevin M. DelGobbo has compiled a record as one of the hardest-working and most effective members of the state legislature.
During his first term in the state House of Representatives, Representative DelGobbo was selected by his peers in Connecticut Magazine?s 1998 Legislative Survey as one of seven state representatives who "show the best promise for the future."
Now in his fourth term, he has lived up to those expectations by establishing himself as a clear leader within the state legislature.
On fiscal issues, he has consistently been one of the strongest voices for fiscal restraint in Connecticut?s burgeoning state budget and providing relief to overburdened taxpayers. Rep. DelGobbo has never voted for a tax increase and has consistently fought against recent budget proposals that use onetime revenues and gimmicks. DelGobbo has maintained that state government must ?live within its means,? and continue to make Connecticut more competitive in attracting new employers and encouraging existing business to remain and expand here.
Among Rep. DelGobbo?s accomplishments on children?s issues, he initiated an investigation of the state Department of Children and Families that resulted in legislative and administrative changes to improve the agency?s programs to protect Connecticut?s children.
In his first term, he co-authored legislation that significantly expanded and strengthened Connecticut?s ?Megan?s Law? to help safeguard children against sexual predators.
Rep. DelGobbo?s efforts to improve Megan?s Law resulted in his being honored by the Connecticut Chapter of the Megan Nicole Kanka Foundation as one of the organization?s Legislators of the Year for his "outstanding leadership in improving the safety and welfare of Connecticut?s children."
Representative DelGobbo was also an early cosponsor of major managed care reform legislation. His efforts in this area, as well as a variety of issues affecting seniors led to his being honored by the Connecticut Coalition on Aging for his "dedication and hard work in the General Assembly for the aging population of the State of Connecticut."
As a member of the Program Review and Investigations Committee, Representative DelGobbo succeeded in initiating an investigation of the state?s Transportation Infrastructure Renewal Program, which has led to legislation that has improved its efficiency and effectiveness and produced savings for the state.
In part, as a result of his legislative initiatives, Connecticut?s gas tax was reduced by a total of 14 cents a gallon since Rep. DelGobbo took office.
He also was one of the leaders in a three-year effort to pass legislation that will ultimately end the use of MTBE as a gasoline additive in Connecticut.
Among DelGobbo?s legislative accomplishments was an investigation of the state?s motor vehicle emissions testing program. Legislation that he sponsored will exempt vehicles up to four years old from mandatory state testing.
He was a leader in implementing electric industry restructuring in Connecticut and co-authored telecommunications competition legislation.
His leadership positions include ranking member on the legislature?s Energy and Technology Committee. He also serves on the Finance, Revenue and Bonding Committee, as well as a member of its Bonding Subcommittee and as a member of the Public Safety Committee. Rep. DelGobbo also has been appointed to the House Republican Bill Screening Committee.
He previously served on the legislature?s bipartisan watchdog committee, Program Review and Investigations, where he had the unique opportunity to serve as chairman, at the time the only Republican chairman of a committee in the Democratic-controlled House.
Rep. DelGobbo is the recipient of honors from various organizations, including the Naugatuck Chamber of Commerce?s highest honor, the Louis A. Dibble Sr. Award, as well as the 2002 Naugatuck Elks Distinguished Citizen Award, the 2002 ?Legislator of the Year? by both the Connecticut Community Development Association and the Connecticut Association of Building Contractors.
Rep. DelGobbo was among forty-five young leaders from across the U.S. and Europe to attend an International Leaders? Conference in 1999 in Trieste, Italy. The conference brought together leaders under age 40 who have demonstrated a record of accomplishments, leadership quality, and a strong potential for professional growth. Recently, DelGobbo was selected by the American Council of Young Political leaders as one of the top emerging public officials in the United States.
Representative DelGobbo has had a perfect attendance record for floor votes during each of his three terms in the state House of Representatives. He is the only member out of 151 state representatives had perfect voting records for each of the past six years.
DelGobbo considers constituent service as one of his most important responsibilities as a state legislator. During the last six years, he has earned a reputation as a responsive and tenacious advocate for individual residents of Naugatuck.
Besides addressing individual concerns, DelGobbo has secured millions of dollars in special state grants for Naugatuck during his tenure. These included funds for economic development, downtown improvements, recreation improvements and initiatives for senior citizens, public safety and education.
Representative DelGobbo has been active in community affairs. He served as a member of the Naugatuck Board of Mayor and Burgesses from 1995 to January 1, 1997, and the Naugatuck Board of Finance from 1993 to 1995.
He serves on the board of directors of the Naugatuck YMCA, the Naugatuck Economic Development Corporation, the Naugatuck Valley Development Corporation and Naugatuck Ambulance Inc. DelGobbo also serves as a member of the board of corporators of Griffin Hospital and is a volunteer and mentor in local schools.
He served as a member of the Defense Diversification and Industrial Policy Commission. Representative DelGobbo also served on the Lieutenant Governor?s Commission on Unfunded State Mandates from 1995 to 1996 and as vice chairman of the Connecticut International Trade Council from 1995 to 1996.
Representative DelGobbo formerly served as the Executive Director of Connecticut Republicans, as the Naugatuck Mayor?s Chief of Staff, and as Vice President, Governmental Affairs, for the Greater Waterbury Chamber of Commerce.
