Major General Albert Harvey
Major General Harvey was born June 30, 1939, in Knoxville, Tennessee. He received a B.S. degree from the University of Tennessee and was commissioned a second lieutenant in the Marine Corps through the Platoon Leaders Class Program on June 6, 1961.
Upon completion of The Basic School at Quantico, Va., he was assigned to sea duty with the Marine Detachment aboard the USS Ranger (CVA-61), which operated in the Western Pacific, including Vietnam. He was assigned to the 1st Marine Division, where he served with the 1st Reconnaissance Battalion.
He left active duty in September 1964, and was awarded a scholarship to attend the University of Tennessee College of Law from which he graduated with honors in June 1967.
General Harvey rejoined his old reserve unit, the 6th Engineer Company in Knoxville, where he served until he assumed command of Company C, 4th Motor Transport Battalion in 1967. Upon completion of this tour, he became a member of VTU 6-17 in Memphis, and later MTU-TN2. General Harvey next served a tour with the 4th Marine Aircraft Wing as Operations Officer of Detachnent C, Headquarters, 4th MAW. During this tour, the Detachment was awarded the Meritorious Unit Citation.
In August 1981, he assumed command of the 3d Battalion, 23d Marines, headquartered in New Orleans with companies and detachments throughout the South. From 1982-83, the Battalion placed first among infantry battalions in the 4th Marine Division in the competition for the outstanding battalion; and Company H of the Battalion won the General Cates Award. For his leadership of the Battalion, General Harvey was awarded the Meritorious Service Medal.
From March 1985 until July 1987, General Harvey served as the Chief of Staff of the 2d Marine Expeditionary Brigade (MEB). The MEB planned and conducted Exercise Solar Flare, with II MEF and 4th MEB. It was the largest total force exercise in Marine Corps history. The headquarters staff was presented a Certificate of Commendation from the Commandant of the Marine Corps for its work in planning and executing the exercise.
General Harvey returned to active duty in June 1988, to assume command of the 25th Marine Regiment which is headquartered in Worcester, Mass., and has units in 10 states. This event was significant since it was the first time in approximately 20 years that a member of the Marine Corps Reserve Forces was selected to command a regiment. He returned to the Reserve Augmentation Unit at Headquarters Marine Corps and worked with the Inspector General of the Marine Corps.
General Harvey was selected for promotion to brigadier general in December 1989. After attending the Capstone Course at the National Defense University, he was assigned as the Assistant Division Commander, 4th Marine Division. He was on active duty during the mobilization for Desert Storm and participated in a joint, combined exercise in Honduras. On May 2, 1992, he became Commanding General, 4th Force Service Support Group in Atlanta, Ga. The 4th FSSG has 57 sites in 26 states and is composed of 10,000 Marines and sailors. He was advanced to major general and on July 2, 1993 became Commanding General, 4th Marine Division, New Orleans, La. The Division is the combat arm of the Marine Corps Reserve and is composed of over 20,000 Marines in 38 states.
In July 1995, he was the first General Officer in the Marine Corps Reserve to be nominated and selected for a position on a Joint Staff. He now serves as the Vice Director of Operations Directorate (J-3), U.S. Atlantic Command, Norfolk, Va.
In civilian life, General Harvey is a partner in a large Memphis law firm. He specializes in civil and criminal litigation. He has been active with the American Bar Association and served on its Board of Governors and in its House of Delegates. He is past President of the Memphis Bar Association; a Fellow of the American Bar Foundation and President of the Tennessee Bar Foundation.
Major General Harvey and his wife, Nancy Rutherford, have two daughters, Anne, a graduate of Rhodes College who resides in Prague, Czech Republic, and Elizabeth, a graduate of Boston College and currently a law student at the University of Texas.
