InfoBorn in L’Orignal, Ontario, Mr. Proulx was first elected MP in a byelection held in 1999 following the retirement of Marcel Massé. He was re-elected in the general elections of 2000, 2004 and 2006. Mr. Proulx is the Associate Critic for Labour and the Associate Critic for the Economic Development Agency of Canada for the Regions of Quebec.

Mr. Proulx has lived in the riding for 33 years. Before going into politics, he worked as an insurance adjuster for various large companies and subsequently owned his own insurance adjustment company.

Mr. Proulx has been extremely active in his community. He chaired, among others, the boards of directors of the Outaouais Regional Hospital, the Association des jeunes professionnels de l’Outaouais and the Outaouais Youth Animation Service. He was also president of the Club Richelieu de Hull before being elected governor for the West Quebec region of Richelieu International.

In 1993, Mr. Proulx became political assistant and then director of operations for Mr. Massé. In 1997 when Mr. Massé was President of the Treasury Board, Mr. Proulx became his Chief of Staff.

He was Chair of the Liberal Party’s National Capital Region Caucus from April 2000 to September 2001, Secretary of the executive committee of the National Liberal Caucus from February 2001 to September 2001, Chair of the Quebec Liberal Caucus from September 2001 to January 2003, and Parliamentary Secretary to the Minister of Transport from January 2003 to December 2003.

He was notably Vice-Chair of the Standing Committee on Procedure and House Affairs and Chair of the Subcommittee on Private Member’s Business.

Mr. Proulx is married and has three sons.
