I grew up poor in the South Bronx of New York and came from a household of Domestic Violence that eventually led to a single parent household. While growing up I battled a serious medical condition. My first civil servant job was that of a lifeguard at the age of 16, followed by becoming an Emergency Medical Technician (EMT) at age 18 and then a police officer at the age of 20.
Why I became a Cop?

The three main reasons I became a police officer was first, I learned early on that when police went to a Domestic Violence household the trouble stopped. Second, at the age of 9, I was taken into the New York City Police Athletic League (PAL) Program for underprivileged youth. The experience involved NYPD Officers who engaged young kids by spending time with them at Coney Island and showing them the good side of law enforcement. That one moment gave a lasting impression for a lifetime. The third reason was in July 1977, New York City suffered an electrical blackout, out of the darkness came a criminal uprising in the form of mobs looting, destroying and assaulting people, this chaos went on all night around my home. This was the final experience that gave me a respect and understanding of the Police and the desire to serve and protect the people I care about and my community.
My Law Enforcement Experience:

I became a Police Officer with the New York City Police Department in 1983 and began my journey for the next 20 years serving that community. Over the course of my service I was stabbed in the line of duty and received 11 citations of heroism from the NYPD. During those 20 years I served as an Officer, a Detective in the Elite Organized Crime Control Bureau then the Intelligence Division where I was trained by the US Secret Service. I also performed Dignitary Protection which included guarding US Presidents who visited New York City. I served as the Chief of Staff for the Deputy Police Commissioner and then as Deputy Chief in Investigations for the State of New York. During my time with the NYPD, I assisted with the development of the CompStat Form of Police Management under Chief William Bratton which is now the premier form of law enforcement management in the United States.

I was handpicked to be part of the Rudy Giuliani Administration within the Police Department referred to now as the “Rudy Revolution” which successfully transformed the largest police department in North America into the most efficient and effective Police Department to date. Through the implementation of CompStat and the strategies developed we were able to lower the Murder rate by over 70% in three years. I was also a 9/11 Survivor within the Police Department as well as a victim personally when I lost my home and many close friends that day and proceeded to a Special Projects Team where I reported directly to the Associate Chief of Staff of Giuliani and handled all high-level aspects of the 9/11 Disaster working in coordination with many Federal and Foreign law enforcement agencies. I later received a citation from the French National Police in Paris France for that service. I retired from the NYPD in 2003.

After retirement, I served as the Country Security Manager in Iraq responsible for the security of all civil American employees working in Southern Iraq.

Over the last six years I have observed the rapid decline of police services and the irrational decisions made by Sheriff Arpaio and that is why I am running for Sheriff of Maricopa County.

For the last six years I have called Maricopa County my home. I currently live with my fiancé in Buckeye, Arizona and enjoy making Maricopa County my home. I teach as an adjunct professor in the Maricopa Community College District and teach Police Community Relations and Ethics in Law Enforcement. I worked as the Assistant to the Chief of Police of a West Valley Department. During those six years I was able to bring the CompStat Form of Police Management to this department which was successful in reducing the response time of its officers on emergency calls. Over the last six years I have observed the rapid decline of police services and the irrational decisions made by Sheriff Arpaio and that is why I am running for Sheriff of Maricopa County.
