John E. Swallow was raised in St. George and spent his teenage years on his family's alfalfa farm on the Utah-Nevada border. While learning the values of hard work and dependability, John also learned about land use, water, and other critical rural issues.

John married Suzanne Seader in 1985, and they are the parents of five children. In 1987, John graduated from Brigham Young University with a BS degree and from the BYU law school with a Juris Doctor in 1990, where he served on the BYU Law Review.

Following law school, John and Suzanne moved to Sandy, where they have lived for twelve years. He worked at and ultimately became a partner at the law firm of Scalley & Reading, in Salt Lake City. As a private attorney, John served as a Judge Pro Tem for the Third District Court and as Chairman of the Business Section of the Utah State Bar. John later left private practice to take a position as General Counsel for a dietary supplement company in Provo, Utah, for whom he still does consulting work.

In 1996, John was elected to the Utah House of Representatives, where he is now serving his third term. In the legislature, John serves as a Regional Whip, has been appointed to serve as Chair of the Public Utilities and Technology Committee, and serves on the Administrative Rules Review Committee, as well as the Revenue and Taxation Standing Committee.

John is one of the key leaders in the Utah Legislature and a go-to guy on the complicated issues. He has been named one of the top five most effective legislators by the Deseret News in each of his terms preceding terms. In 1998, John was selected as a Henry Toll Fellow by the Council of State Governments, an award given annually to 40 of the top state leaders in the nation. He has also received recognition as the 2000 Taxpayer Advocate by the Utah Taxpayers' Association and has received awards from numerous groups--including Sandy City, as "Elected Official of the Year" for 2000; Defender of Free Enterprise, by the Utah Manufacturer's Association; and "Patriot of the Year" from the Mt. Vernon school. John is both fiscally and socially conservative and believes that government's role is not to micro-manage people, but to protect and preserve the ability of individuals to provide for themselves.

As a legislator, John has been involved in substantial reform issues, including promoting safer communities through law enforcement legislation, preserving Second Amendment rights, protecting the rights and interests of consumers, strengthening families, alleviating the tax burden on Utah's taxpayers, and pursuing his current focus on education reform. In Congress, John will be a leader on key issues and in fighting for limited government and preserving our rights and freedoms.
