Marianne Camille Spraggins is President and Chief Executive Officer of ALICIA (Atlanta Life Insurance Co. Investment Advisors) an asset management company providing investment management services to institutions, high net worth and retail investors. Together with Atlanta Life Insurance Co., which, at 96, is the oldest African American stocked owned insurance company in America, they comprise the Atlanta Life Financial Group, one of the first African American companies to take advantage of financial deregulation and become a full service financial services institution.

Prior to joining ALICIA, she was the Senior Managing Director of Smith Whiley & Company, a private investment firm providing a range of asset management services, including debt private placements, private equity and mezzanine investments to institutional investors. Prior to joining Smith Whiley, she was Co-Chair and Chief Executive Officer of WR Lazard & Co. Incorporated, an investment banking firm offering underwriting and investment banking services as well as asset management services for a $1 billion investment portfolio. Prior to joining WR Lazard, she served as Managing Director in the Municipal Division of Smith Barney Shearson in New York City where she was the first African American female managing director on Wall Street. Ms. Spraggins joined the firm in 1990 as a senior investment banker responsible for providing a full range of financial services for state and local governments and their affiliated agencies throughout the United States. Ms. Spraggins, a veteran of Wall Street for the past twenty years, began her career at Salomon Brothers by assisting commercial banks, thrift institutions, savings and loan associations and governmental agencies, such as G.N.M.A. and F.H.L.M.C., in securitzing over $2 billion of mortgage assets for institutional and pension fund investors.

From 1987-1990, Ms. Spraggins was First Vice President and subsequently Managing Director and Manager, Metropolitan New York Region in the Public Finance Division of Prudential-Bache Capital Funding. Ms. Spraggins was responsible for new business development and account management for approximately twenty-five governmental issuers of tax-exempt debt. Ms. Spraggins began her Wall Street career at Salomon Brothers where from, 1979-1987, she was a Vice President in both the Municipal Finance Department (1985-1987) and the Mortgage Finance Department (1979-1985) of Salomon Brothers Inc. In addition to providing investment banking services to a variety of municipal issuers, Ms. Spraggins also represented the firm in its negotiations with municipal issuers in connection with its doing business in South Africa. In the Mortgage Finance Department, Ms. Spraggins was part of the team that developed the market for conventional mortgage pass-through securities and marketed this new product investment opportunity to public pension funds.

From 1977-1979, Ms. Spraggins was an Associate Professor of Law at the New York School and Director of its Urban Legal Studies Fellowship Program. From 1974-1976, Ms. Spraggins was a law clerk at the New York law firm of Covington, Howard, Hagood & Holland. Ms. Spraggins received an LL.M in 1977 from Harvard Law School, a J.D. in 1976 from the New York Law School and a B.A. in English Literature in 1967 from Boston University. Ms. Spraggins was admitted to the Bar of the State of New York in 1977.

Ms. Spraggins, a native New Yorker, serves on a variety of Boards including Tougaloo College in Jackson, Miss. and Count-Me-In.org., the only online microlending organization for women. Ms. Spraggins also has served on several governmental commissions including the DeWind Commission on Banking, Insurance and Financial Services, and Governor Cuomo's Task Force on Consumer and Mortgage Banking. Ms. Spraggins is a member of the Democratic National Committee. She was formerly a member of the Board of Directors of the New York City Economic Development Corporation, the New York Law School and the Apollo Theater Foundation where she chaired the Restoration Committee. She was confirmed by the United States Senate and appointed by President Clinton as a Director of S.I.P.C., The Securities Investor Protection Corporation, which insures brokerage accounts against broker dealer failure.

She is a frequent speaker on the topics of minority entrepreneurship, domestic emerging markets, small business and capital accessibility.
