Elected to the Michigan Senate from the 27th District in an April 19, 1977 special election to replace the late State Sen. John T. Bowman-D, who resigned on January 26, 1977. He was re-elected to the Michigan Senate from the 27th District in 1978, 1982, 1986, and 1990.

He was re-elected to the Michigan Senate from the 10th District in 1994 and 1998.

The Michigan legislature website mistakenly indicates he was elected in the 1977 special election on March 23, but March 23, 1977 was a Wednesday, and, since the Detroit Free Press article at the time indicates the election was scheduled for April 19, 1977, it's pretty clear the March 23 date refers to the primary (which was contested), likely on March 22, 1977, a Tuesday.

He was the son of the late former Warren Mayor/former Macomb County Clerk Arthur J. Miller, Sr. and former Macomb County Clerk Edna Warren.

He was the father of former State Rep./former Macomb County Treasurer Derek E. Miller, D-28.
