He was born on December 16, 1931, and is a graduate of the University of Georgia. He and his wife, JoAnn, are the parents of five children: Butch, Allen, Jr., Kim, James, and Michael. He works with MidSouth Forestry Services, and serves as Lay Leader and Lay Speaker of the United Methodist Church. Representative Layson is Founder of the Reform Area Public Library, is a past President of the Reform Rotary Club, is a lifetime member of the Alabama Wildlife Federation, and serves as President of the Alabama Wildlife Federation. In addition, he has served as President of the Alabama Division for the Society of American Foresters and as Commissioner of the Alabama Forestry Commission from 1979 to 1983. Representative Layson serves as member of the Pickens County Mental Health Association, a trustee of the Alabama Forest Products Workman's Compensation Fund, a Master Mason, a member of the American Legion, Sierra Club, Alabama Cattlemen, Boy Scout Troop Committee, and a member of 16 fire departments. Representative Layson has also been distinguished as the recipient of the Governor's Conservationist of the Year Award in Forestry, the Kelly Mosley Environmental Award, and the APA Southwestern U.S. Technical Writing Award.
