InfoHe is a lifelong Philadelphian who was born and raised in South Philadelphia. During his senior year of High School he enlisted in the Pennsylvania Army National Guard. Following basic training he attended Temple University; graduating in 2000 with a degree in Criminal Justice with an emphasis in history and business law.

While a student, Josh wrote “Statutes relating to Constables in the Commonwealth of Pennsylvania” which became a widely used legal reference for Pennsylvania Constables in the execution of their duties. Upon graduation he was also commissioned an Army Second Lieutenant.

After graduation Josh worked at the law firm of Dechert, Price & Rhodes. In addition to his primary duties, Josh volunteered significant time working with the Homeless Advocacy Project and Volunteers for the Indigent Program.

In 2002 he answered the call and deployed with his unit to Bosnia & Herzegovina as part of Operation Joint Forge. There he led an Armored Scout Platoon and supervised three towns ensuring their continued compliance with the peace agreement and international law. His duties included monitoring the governmental operations of those towns including the mayors, courts and two police departments; tracking crime trends within his areas to determine the most effective patrol schedules and locations; working with Non-Governmental Organizations (NGO’s) coordinating the return of refugees to their prewar homes and supervising the search for indicted war criminals.

Josh’s leadership was recognized early on in Bosnia when his platoon was designated as the Civil Disturbance Emergency Response Platoon. As such, Josh and his Soldiers attended the U.S. Army’s non-lethal weapons course. Josh is certified in riot control techniques and prisoner management.

In 2005 Josh returned to Active Duty as an Operations Officer in Pennsylvania's Joint Emergency Operations Center at Fort Indiantown Gap, Pennsylvania. He was responsible for leading a team of Soldiers & Airmen who monitored, in real time, emergency situations reported by public safety agencies across the state; determining the most serious situations and reporting them directly to the Governor and Adjutant General; coordinating with the Federal & Pennsylvania Emergency Management Agencies and planning military support for Civil Authorities.

In 2007 he deployed again, this time to Egypt, in support of Operation Enduring Freedom. There he served as a staff Officer in support of the continued peace between Egypt and Israel.

In addition to his overseas service, Josh has been activated numerous times to support the City and State Police during natural disasters here in Philadelphia including the Blizzards of 1993, 1996 and 2010 and Hurricane Floyd in 1999.
