Law School; was admitted to the bar in Albany, N.Y., in 1854 and in 1856 commenced practice in Potsdam, N.Y.; member of the State assembly in 1863 and 1864; postmaster of Potsdam in 1865 and 1866; president of the village of Potsdam; served in the State senate 1868-1871; secretary of the State normal school at Potsdam; elected as a Republican to the Forty-seventh and to the three succeeding Congresses (March 4, 1881-March 3, 1889); was not a candidate for renomination in 1888; appointed by President Cleveland a member of the first labor investigation commission; delegate to the Republican National Convention in 1892; First Assistant Attorney General from September 8, 1890, to March 4, 1893; returned to Potsdam, N.Y., and resumed the practice of law; president of the Thomas S. Clarkson Memorial School of Technology; died in Potsdam, St. Lawrence County, N.Y., on August 9, 1909; interment in Bayside Cemetery.
