Representative Barnes was born September 8, 1936 in Lawrence, Massachusetts. He has been in Arizona since 1982 and currently resides in Phoenix. Representative Barnes was elected to the House of Representatives in 2002 and serves on the following committees: Appropriations. Utilities & Municipalities, and Ways & Means.

He is a Republican and has been a precinct committeeman for more that 20 years. Representative Barnes graduated from Haverhill High School in Massachusetts. He served in the U.S. Air Force 1954 – 1957 and was stationed in Japan with the USAF Security Service Command. Representative Barnes graduated from Northrop Institute of Technology and holds an airframe and power plant license and is a licensed pilot. He is a Christian and served as a missionary in the Republic of Haiti 1968 – 1971. Representative Barnes is a licensed private investigator and the owner of Eyes & Ears Detective Agency. He is the past president of the District 24 Arizona Republican Assembly and campaigned for Senator Dean Martin in 2000.

Representative Barnes is a member of the Carefree Kiwanis Club, NRA, and attends the Scottsdale Worship Center. Representative Barnes and his wife Paula have one daughter, Kequette.
