Appointed to the legislature in 1995, his time in Olympia saw the passage of statewide and national marriage equality. After making history in 2013 by winning election as Seattle's first openly Gay mayor, he became embroiled in a child sex abuse scandal towards the end of his term, forcing him to abandon plans for a re-election campaign and resigning from office early.

He was succeeded in both the House and Senate by Jamie Pedersen, also openly Gay, and as Mayor by Council President Bruce Harrell (eventually, also, by Councilmember Tim Burgess, and as elected mayor, by former US Attorney Jenny A. Durkan).
